Purpose Statement:

The Community Well-Being Report will measure key factors that have been identified by members of our Headwaters community as important to sustaining a high quality of life. The report card will provide an analysis of data linked to the economic, environmental, health, and social well being of our community and will outline our strengths and possible areas for improvement. HCIA will use this report card to build consensus around the priorities for collective investment and action in support of the future well being of our communities.

Structure:

Completion of the Community Well-Being Report is supported by a Working Group and a Resource Group. The Working Group is charged with overseeing the development of the report card. Subcommittees accountable to the Working Group will be established to accomplish specific tasks, as needed. The Community Well-Being Report Working Group and subcommittees are accountable to Headwaters Communities in Action.

Members of the Resource Group support the Working Group on an request basis.

Mandate of Community Well-Being Report Working Group

The Community Well-Being Report Working Group is charged with overseeing the development of the report card. Subcommittees will be established to accomplish specific tasks, as needed. The Community Well-Being Report Working Group and subcommittees are accountable to Headwaters Communities in Action.

Working Group Membership:
Membership should include representation from the health, social, cultural, environmental, education, and business sectors. Other community members who wish to make an impact on the well being of our communities are invited to participate on the working group.

Roles & Responsibilities of the Working Group:

  • To support the vision, values and mandate of Headwaters Communities in Action (see attached page)
  • To develop a shared vision for the purpose of the report card
  • To develop the strategy for creating a credible report card
  • To oversee the implementation of the project work plan, including:
    • engaging community stakeholders in the identification of resources and indicators
    • identifying resources to effectively implement the work plan (e.g. summer student, data analyst; report writer; graphic designer, etc)
    • to make recommendations and final decisions on the indicators that will be incorporated into the report card
    • to work with the Events & Communications Working Group to create a media strategy for the report card
    • to support distribution of the published report card
  • To identify key components for an evaluation of the process and outcomes of the first iteration of the report card
  • To identify key issues/questions that need to be addressed to support the sustainability of future report cards
  • To develop a plan for using the results of the report card to build community consensus around the priorities for collective investment and action

Decision Making:

The Report Card Working Group will make consensus-based decisions whenever possible. A vote of the majority of the members will be sufficient if consensus cannot be reached.

The co-chairs of the Working Group make regular reports to the Steering Committee of Headwaters Communities in Action, and seek their involvement on decisions of a financial nature, or that may impact the credibility of HCIA.

Time Commitments:

The working group will meet on the 3rd Wednesday of the month. Working group members will be asked to contribute to activities identified in the work plan to be accomplished between monthly meetings.

Subcommittees will meet in addition to the monthly working group meetings.

Mandate of the Resource Group

Resource Group Membership:
Membership should include representation from the health, social, cultural, environmental, education, and business sectors. Other community members who wish to make an impact on the well being of our communities are invited to participate on the resource group.

Roles of members of the Resource Group:
The resource group will not meet together, but will be involved individually for the following reasons:

  • to access data collected within the community
  • to assist the working group in engaging key stakeholders
  • to review & provide feedback on key deliverables within the work plan
  • to promote the final document within the community

HCIA Mandate:

The purpose of Headwaters Communities in Action is to engage the residents of Dufferin County and surrounding communities to mobilize their collective assets to ensure the highest possible quality of life for all residents.

We fulfill our mandate by:

  • engaging individuals and organizations throughout the Headwaters area in sharing their ideas and perspectives about what is needed to enhance social prosperity - broadening and deepening commitment to a shared vision
  • facilitating opportunities for collaboration that will strengthen the community among diverse sectors within the Headwaters area
  • creating and implementing a community plan with specific goals, activities and action plans to achieve measurable results that demonstrate our shared vision of social prosperity
